Description

When we view the survey section for an application there are templates shown that have been marked obsolete

Proposal to offer survey admin a feature to withdraw all open surveys for a template once obsolete. Would be nice to offer a similar option for active instances in a run but this can be done for active templates.

This will resolve the issue with outdated surveys in the user queues - the template admin should withdraw them is no longer need completion.

They would still be visible for people who need to see obsolete templates in the survey section
