Update Json-rpc API

Break into an op-node and op-geth page. The rewrite of the op-node section should be tested on a test sequencer. You should be able to spin up a devnet for this. There is an opportunity here to have a great op-geth documentation instead of leaning on the geth docs.

1. Do research on topic and raise any questions with the docs team
2. Write a first draft. It doesn't have to be worded perfectly as the docs team will review
3. Ping @bradleycamacho on discord and request review
4. Implement feedback from @bradleycamacho
5. Publish
