when I set ENV variable "LANG" to "en_US", it just works.

@ShiinaKaze It seems that your environment lacks of some kconfig dependencies.
Have you finished the fist step (Get Started with ESP-IDF) in the Guide: Build Your Own ESP-AT Project here.
Can you run the hello_world example successfully?

BTW, have you explored alternative chips with better cost-performance, such as the ESP32-C series (ESP32-C3 or ESP32-C2) instead of ESP8266? Click ESP Product Selector for more details.
