Publish an index of previous workshop presentations

Goal

To make presentations from ELISA workshops discoverable and accessible

Proposed steps

• Seek approval from authors for each document and confirm the license under which the presentation is shared
• Formalise this approval using PR process in the OSEP GitHub project
• Publish and index approved PDFs via the OSEP GitLab Pages domain
