Review and publish 'Contributions' material as 'official' ELISA guidance

Goal

Make the material in Contributions available via GitHub Pages in a form that is accessible and easy to navigate, and obtain TSC approval to present the guidance and analysis as a peer-reviewed ELISA publication.

Proposed steps

• Re-organise and/or re-frame the material to give newcomers a way to navigate it
  • e.g. As a checklist of safety-related considerations for all Linux-based systems involved in safety applications, with links to deeper analysis and guidance for specific aspects
• Review this in the OSEP WG
  • Request additional reviewers via TSC
  • Publish reviewed version via GitHub pages in OSEP subdomain, as a PROVISIONAL version
• Present the reviewed version for TSC approval
  • Update as needed
  • Publish as a tagged revision
