[Discover] Allow accessing Observability "All logs" default data view in classic nav

📓 Summary:

In #205991 we added support for showing a default "All logs" data view when navigating to Discover in the Observability solution nav. However, this data view not being present when using the classic nav presents some technical and UX challenges (explained in #205991 (review)).

We've now aligned on this data view being available both in the Observability solution nav and the classic nav (but not Security or Search solution navs). This will allow Observability to more easily generate Discover links as well as addressing the UX concerns.

✔️Acceptance criteria:

• The Observability "All logs" default data view should be available both when using the Observability solution nav and when using the classic nav.
• The Observability "All logs" data view should not be available when using either the Security or Search solution navs.
• It should be possible to link to the "All logs" default data view through the Discover locator using only the dataViewId param (discover-observability-root-profile-all-logs).
