IP filter does not work in linux #481

The issue described in issue 378 is not resolved, and still exists in versions >=2.4.2.

I'm running Ubuntu 20.04, and an Eiskalt AppImage.

supporting config -

> grep -i ipfilter ~/.config/eiskaltdc++/DCPlusPlus.xml
		<IpFilter type="int">1</IpFilter>

> cat  ~/.config/eiskaltdc++/ipfilter 
$EISKALTDC IPFILTERLIST$
|D_BOTH|:<valid.ip.was.here>/32
