Add a .clang-tidy file to the project template

@elfenpiff do you have a proposal for the ruleset of the .clang-tidy file

I would recommend our current clang-tidy file but with uncommented rules. I added a comment over those commented rules which we should follow, are easy to fix but I hadn't have the time to fix it for iceoryx.
