Speed up End to End test

Feature Request

We reached the point where E2E tests are taking approx 20 minutes for run, that's a little to much and we can speed them up by making some of them using the same runtime instead of having to build it from scratch for every test.

Specifically, this can be done on the system-tests/management-api module, with a simple refactoring I was able to save ~3 min (15% of time)
