I just found out about this nifty utility from the Eclipse EASE project.
However, it's amazing how hard it is to figure out the proper IU ID for something we need to install; e.g.. Eclipse EMF Diff/Merge. It does not help that the completion does not work for me -- the doc doesn't explain how to invoke it (is there a key binding for the *.tpd editor?)
Currently, it's frustrating that one can stumble on trying to figure out what is the ID of a particular feature, plugin, feature patch, plugin patch, bundle, or product we know exists in a particular location but that the resolver can't find.

BTW there is command completion with Ctrl-Space. However AFAIK it completes on IDs rather the user names. There is a screenshot of the completion in action in the README.textile:

Completion (if it worked) would help but it would be better to have a location browser like the P2 "provlg" or "provliu" commands -- see: https://wiki.eclipse.org/Equinox/p2/Console_Users_Guide
