It would be helpful to be able to differentiate between database-only updates and those which contain breaking changes. This would allow developers to target specific release series, e.g. 1.18.x, and benefit from newer device definitions for a time.

In order to achieve this, the new_version parameter would need to be amended to bump the patch level rather than the minor version number.

Breaking change versions would then get the major and/or minor version numbers bumped, as appropriate.
