Not all countries can fit into the "Country", "State", "City" model. I feel this would present a problem and confusion for many cultures and political understandings. If the Policy of this project is only looking at the GEOPHYSICAL context, then the model mix should have Concentric Circles of Influence and non should overlap. And a clear unambiguous description for each term, "Country", "State", "City".

The USA has 50 states but also include other Districts, islands, and or "country"
UK or GB, has numerous countries and has Counties, Boroughs, municipalities. However, these tend towards Geopolitical domains rather than former historical domains.
Many countries have regions, provinces, and or districts, and possibly a mixture of traditional, political, and or Cultural significance. moreover than historical geophysical references.
Cities and Towns usually have a national, geopolitical, and or International significance and have a specific meaning regarding CITY, Municipality, and or Capital Status or defined as a Town.
In Ireland's case, there is a further complex example of historical context with Countries with Provinces, however, Geopolitical references would split one Province (Ulster) between, two counties (Northern Ireland and Ireland) and Three international organizations (Great Britain and Commonwealth and European Union). Therefore, in context here, you would have counties with a Province but should not have Provinces mixed with counties or states.
There should be a clear distinction between City and Town, and a possible Marker/Tag for Capital.
