Source-build issues being filed in dotnet/dotnet

Source-build related build issues are often being filed in dotnet/dotnet instead of dotnet/source-build because they surface in the unified build pipeline. This makes it harder to track and causes duplicate issues. We should add automation to move source-build issues filed in dotnet/dotnet to dotnet/source-build.
