Is your feature request related to a problem? Please describe.

We need to track the usage of the GenerateSBOM feature in Pack and Publish scenarios to see if uptake is enough to justify turning it on by default.

Describe the solution you'd like

We should track a new data point for SBOM publishing (dotnet/cli/sbom/generate?) that tracks

  • scenario - pack vs publish
  • version of the package
  • implicit dependency (SDK-provided) or user-explicitly added PackageReference
