The .NET Core SDK that shipped with VS 16.5 Preview 2.0 has issues with FSharp projects. See https://stackoverflow.com/questions/59875784/fsharpcoreshippedpackageversion-is-not-a-valid-version-string
Once the CI machines are upgraded with a more recent preview version we can unskip the test skipped in #41909.
