The error:

Microsoft.Build.Exceptions.InvalidProjectFileException: 'The imported project "C:\Users{UserName}.nuget\packages\microsoft.testplatform.testhost\15.9.0\lib\netstandard1.5\15.0\Microsoft.Common.props" was not found. Confirm that the path in the declaration is correct, and that the file exists on disk. C:\Program Files\dotnet\sdk\2.1.403\Sdks\Microsoft.NET.Sdk\Sdk\Sdk.props'

The sample csproj file:

@rainersigwald is there any package or extensions that contains these MSBuild APIs that can be used with .NET Standard?

The Microsoft.Build* packages are .netstandard2.0 compatible, but using them correctly is unfortunately quite difficult at the moment. microsoft/MSBuildLocator#30 tracks an easy way to ensure that users of the API build in the same way as command-line MSBuild invocations.

Thanks @rainersigwald. But it seems that in his project, he's missing the reference to <PackageReference Include="Microsoft.Build" Version="15.9.20" /> as well, right?
