waitForMcrImageIngestion is timing out in pipeline

Based on this pipeline run: 2802310

• ImageBuilder arguments: waitForMcrImageIngestion image-info.json --manifest src/manifest.json --repo-prefix public/ --min-queue-time "Fri, 26 Sep 2025 15:16:28 +0000" --timeout "00:20:00" --var UniqueId=2802310
• Use this image-info file (from CI): image-info.json

Expected behavior

ImageBuilder sees that all images are ingested and exits.

Actual behavior

ImageBuilder checks some images but appears to never check the ingestion status of some of the tags.
