Service connections not setup correctly for cleanup-acr-images pipeline

The dotnet-docker-tools-cleanup-acr-images pipeline is failing with the following error: Unhandled exception: Azure.Identity.AuthenticationFailedException: OIDC token not found in response. See the troubleshooting guide for more information. https://aka.ms/azsdk/net/identity/azurepipelinescredential/troubleshoot

This is caused by the service connection changes in #1710
