Unable to update from version 0.19.9

Description of problem

I am unable to update my dokku verison. I would be ok with that version, I don't mind; but I couldn't renew my ssl that's why I wanted to update:

The problem here is that you're running a version of Ubuntu that is no longer supported. I don't know what the exact issue is on upgrade since you silenced the update with -qq, so if you remove that, we can proceed from there.

That said, this isn't really a bug with Dokku, so I've made this a discussion.
