Determine the root cause of TPS Connector issue on TPS installation and stop ignoring it.

We were experiencing an issue where on TPS installation we were seeing a stack trace in the log: https://github.com/dogtagpki/pki/actions/runs/5044722366/jobs/9048314440#step:13:744 This was fixed in #4449.

However, the underlying bug that caused the stack trace in the first place is still present - so we should investigate it and fix it fully. From the desk of @edewata:

I suppose it was failing here and the error was ignored (pkispawn should have failed):
