Issue using raw tags in multi platform build

Hello,
I do have the following workflow https://github.com/jeankhawand/anki/actions/workflows/publish.yaml, basically I am triggering on workflow dispatch and passing the tag. I can see docker meta picking the tag and passing it. However, the build is ending with ref/publish-registry is it a bug or am I missing something. When overriding the tags it shouldn't fall to defaults right?
