Filter out file access reports for 'DoesNotApply' datasets #101

WMAgent reports "DoesNotApply" as dataset name to dashboard for jobs accessing files not in an input dataset (e.g. merge jobs, jobs reading LHE).

Since measuring the popularity of this dataset doesn't make much sense, it should be filtered out before insertion into CRAB PopDB
