This GitHub issue is a good entry point to the fundamental issue, i.e. Fedora dropping support for libgcj because of lack of maintainer.

commit 3a6fab8: After looking around for solutions, I ended-up coding a pdf-flatform utility linked to PoDoFo (C++).
