Should the API be part of this, or handled in a more generic way in oscar & oscar-api ? @solarissmoke maybe you know or can point to design docs which are relevant to building this?

https://gitlab.com/thelabnyc/django-oscar/django-oscar-api-checkout appears to be providing an API with pluggable payment providers, but not paypal yet.

it is a fork them, the django-oscar team should see it.
