Add dev error overlay to Vite

The react-error-overlay would be nice. There's a ticket in Vite for it: vitejs/vite#2076 and an open PR vitejs/vite#6274 so maybe we'll just get this for free in the not too distant future

There is a quick and dirty solution that might work as a stop gap in the issue thread. Right now a runtime error will just cause a potentially blank screen and the error is logged in the browser console.
