I really like your idea of tailoring the fast pace of people who consume news/other information nowadays. It is no doubt that the implementation of Snapchat and Instagram's new feature (daily story) will be your best reference. But taking into account that the infomation presented in Snapchat and Instagram is quite short (less than 10 secs), which fits the usage pattern of people who are on the go, without consuming too much internet data.

In your case, in particular, I would still say 30 secs per news will be a bit heavy-loaded for some mobile users (when they have limited data). Although this problem may be too complex to solve for a prototype, to simply it, I'd suggest you to focus on one or few particular category of news and make them work - look for some sample news that is less complex and can be easily presented in shorter length of video clips.
