Support the Prometheus operator for monitoring in Helm charts

Describe the feature

I'd like any easy way to enable and configure the Prometheus operator CRD's for monitoring DAPR components. For newer consumers of DAPR this could be valuable for quickly enabling monitoring and integrating with an existing Prometheus monitoring system.

A simple use case that could be valuable is having a PodMonitor that scrapes any side-cars that have metrics enabled. If that were to be added, I'm curious which Helm chart might be the recommended/preferred place for this?
