[Enhancement]: Setting for "duplicate agent"

What features would you like to see added?

Today:
Agents can only be copied if you created them.
Proposed:
A separate permission to "allow copies" that goes in the same UI as "share".
Use case:
It's complicated to set up an OAuth agent. I can set up one and let people duplicate it, then refine it.
I set up a custom agent that's good at doing deep research on one area like legal. People can copy & adapt it to research another vertical.
I have an agent that runs a complex search query, and run it every day. Others can duplicate it, change the query, and use it themselves.
