Move cozy-app-publish and cozy-release in cozy-scripts

Those are private packages that should be installed via cozy-scripts, so it does not make sense to have them in a separate repo or in a separate package. I think we should have the implementation of cozy-app-publish and cozy-release in the same repository as cozy-scripts. I think the easiest is first to remove those packages from cozy-libs and moving them here, and then we could think of moving cozy-scripts to cozy-libs if we want.

I think we should move cozy-scripts straight to cozy-libs without the intermediate step. CCA would stay a standalone lib
