Ignored folder should not be scan

Description

Ignored folder are scanned although there is a .gitignore file of the directory.

Steps to Reproduce

1. Create a folder
2. Create a .cozyignore file with folder/ inside.

Expected behavior

Cozy should not scan the folder

Actual behavior

Cozy scans the folder

Informations

• reproductible: Happens everytime with my personal folder. Not tested for another folder.
• OS: GNU/Linux (Arch)
• version: 3.30.1
