MT7621 mt_wifi MT7603e & mt7612e ksoftirqd always with whnat enabled

I am working on an MT7621 platform, specifically the Zbtlink WE1326, and I am trying to get HWNAT to work for wireless interfaces. Here are the steps I have taken so far:

1. Using the mainline branch, commit 02c176caaf18d26ca1755f3a2d190582f3bb248d
2. Enabled whnat_interface for all interfaces, including repeaters, as follows:

3. Made sure whnat is set to true in the hnat_data_v1 struct, which is in use as per mt7621.dtsi.

5. Ran an iperf3 test through the upstream router on Ethernet-connected devices and achieved gigabit speeds in both directions with no CPU load.
6. Ran the same iperf3 test on a wireless-connected device and observed that the CPU is maxed out, reaching only 350 Mbps at most.
