Currently if we set a manifest label such as acme::urn:uuid:a55e4952-2ec7-464e-b0d8-52c974896d3d the SDK will reject it as not properly formatted, but this format (with the vendor prefix) is valid for v1 claims (not for v2 claims) and it should be allowed.
