Update Ruff standard to 3.10 #5835

What is the idea?
In the CI update, Python 3.10 support was dropped but the ruff standard was not.
Why is this needed?
Ruff standard for 3.10 should be done in order to improve code consistency use 3.10 features if available.
What should happen?
Bump ruff standard to 3.10 in pyproject.toml and fix any ruff errors that occur.
