Create an action skeleton that:

has an action.yml
the folder structure to contain the various type of scripts that the action uses
the folder structure to contain the test suite which the action runs as part of the installer creation
some reduced example scripts/tests that shows how everything plays together
a workflow that executes the skeleton as composite action on linux/windows/mac on every PR
