Context

Prettier is no longer supported by pre-commit, and the hook repository has been archived: https://github.com/pre-commit/mirrors-prettier. Let's switch to Biome, which has 97% compatibility with prettier, but is way faster and has a maintained pre-commit hook.

Value and/or benefit

Improvements to speed, and the benefits of using a currently maintained tool.
