As a potential developer,
I would like to know what the release cycle is and how a release works
So I can contribute or manage my expectations
Add release information to RELEASE: see https://com-pas.github.io/contributing/ to be refered to in the RELEASE files in the different repositories.
Acceptance criteria:
Release frequency (we aim a monthly release)
Release process and artifacts
Release points of attentions
Background; internal docs can be used for inspiration
