Offline kubernetes install: curl: (6) Could not resolve host: code-server.dev #10710

I have changed changed the image that I am using for the workspace, it is based on the Dockerfile below. This now allows the Workspace to start and I get the option to open VSCode, however the VSCode goes through the following status and then stops
It freezes at this point and if close VS Code and try to reopen, I eventually get timeout saying that a lock file exists, which if I open the terminal I can see the lock file, so VS Code is connecting to the POD but the VS Code Installation is not completing. here is the output after installation resartarting VS Code
Here is the Dockerfile Workspace Image, I am using.

I have installed coder on Kubernetes using the offline instructions describe here https://coder.com/docs/v2/latest/install/offline
This is the image I came up with
Once installed I created a template from the kubernetes template, but the start up script needs to run the coder install
Which obviously, because I am off line I get the error
curl: (6) Could not resolve host: code-server.dev
I have got this working in the past, but cant remember what I did, so I know it's possible.
How do I install code server when I am offline?
