Can we put boundaries on how far a person can scroll out? Maybe make the limit the KC metro area?

I believe it should be possible to set the minimum zoom level to keep people from viewing an area larger than the KC metro. @ctraltdel does this thread shed light on how to do this? https://www.drupal.org/node/1970178
