Website enabled forces an S3 bucket SSL only access policy that can not be applied #277

Describe the Bug

When enabling website the apply tries to add a bucket policy with SSL only enabled, which makes terraform fail because can not be applied on a website bucket.

Expected Behavior

to create the bucket without the SSL policy

Steps to Reproduce

Use latest module and try to create a website enabled bucket with the Cloudfront distribution
