License of YAML V2 package

Hi, I've downloaded (and unpacked all compresses files) consul release 192 from:

https://github.com/cloudfoundry-incubator/consul-release/releases/download/v192/consul-release-192.tgz

and I've noted that there are 2 licenses for the same package YAML V2:

LGPL V3 in the files listed in the attached doc:

consul 192-YAML LGPL3.docx

and - instead - APACHE V2 at:

consul-release-192/packages/confab.tgz/confab.tar/confab/vendor/github.com/pivotal-cf-experimental/gomegamatchers/vendor/gopkg.in/yaml.v2/LICENSE

As far as I know, YAML V2 is Apache, as stated also at https://github.com/go-yaml/yaml/blob/v2/LICENSE, so the LGPL V3 is a wrong license coming from the old YAML (V1), am I right?

Could you please clarify? Thanks.
