[Question] Why 2 clipboard notification styles look the same?

In clipboard settings there are 4 notification styles, but "Controls" and "Clipboard History" are the same!

What the difference in them?

Both have the same header with controls.
But “Clipboard History” should display up to 4 last clips if the notification is allowed to be displayed in a “big view”.

I didn't knew that it can be expanded! It's not intuitive! There is no indication that I can expand notification!

1. This should be named like "Controls + Clipboard History".
2. There should be note about that history will be visible only when notification is expanded.
