Given #26 giving us a repository of auto-filled publiccode data for every brigade project, we could have a bot going around opening pull requests to add publiccode.yml files to every project repository, filling in the details we have already and prompting project maintainers to improve the data

Once a publiccode.yml file gets merged, any fields it sets would override whatever we'd autofill in our database

These pull requests could include deleting any present civic.json file (whatever we could extract from it being pulled into our proposed publiccode.yml)
