Create an automatic reminder for domains still in DNS Needed status 30 days after approval

Issue description

As of May 15, 2024, we have 147 approved domains in DNS Needed status. 43 of these domains were approved before April 1st. To help ensure domains are actively managed and utilized, we should create an automatic email/notification prompting domain managers to add DNS records one month after approval if no records have been entered.

Acceptance criteria

• Draft content for emailed notification below
  • We should send some manually to see what kinds of content prompts action
• After approval, if a domain sits in DNS needed for 30 days, send an email that prompts domain managers to add NS records
• The notification should also point domain managers to our FAQs and highlight other important steps like adding additional managers to a domain.
