windows: support ringbuf / perf maps

The library currently doesn't expose ringbuf and perf on Windows. Upstream has accepted a proposal on exposing an API which is very similar to Linux: microsoft/ebpf-for-windows#3848 This will help porting.

Currently blocked on: microsoft/ebpf-for-windows#4265

main has had support for ringbuf for a while now. perf maps are still TBD.
