replace ScudCloud, Telegram, HipChat with Franz #4

HipChat, Telegram 在 Ubuntu 16.04 上會有 Gcin 無法正常輸入中文的
問題，故改用 Franz 改代之。

至於 ScudCloud，是因每次都得手動登入 Slack，體驗上沒比較好。

問題，雖不會造成使用上的問題，但還是沒直接用 apt_key, apt_repository
來的漂亮。

已在 777b407 將 setup_desktop.yml 裡的批次安裝 package 抽出來，並使用 vars 的方式改寫。
