auditing events

Auditing messages are logged with commons-logging but they should also be 
captured by the EventPool and displayed in the messages screen.  Also, 
information events should be displayed here.  An information event should 
be generated when Vulcan starts up.

r599 adds auditing events which show in messages.jsp.  Still need to modify how
messages are formatted to make them more readable.
