the version in NPM has several bugs in the TimeZone code; the version in SVN is corrected
The version here has to be at least pre-commit v180 as the TZ tables were fixed in 180 (for USA), and it is currently at v191.

I should probably clarify -- the "date.js" itself is the latest en-US; all the other locale's (including the separate date-en-US.js) are old.
