This sounds like a job for something like Threadfine or xTeVe and not Tunarr, if I'm understanding |

No my tv tuner only work directly on plex I want to stream from plex to m3u file |

Right, that is what Tunarr does. You create your channels from Plex and then it gives you an m3u to import into an IPTV client. |
