Licensed Extension - Read chocolatey.license.txt and convert it to xml automatically

Description

When sending out licenses, the file is chocolatey.license.txt. To make life easier, we should rename this file to chocolatey.license.xml when found. If there is already a chocolatey.license.xml file whose date is older than the chocolatey.license.txt file, then back up the chocolatey.license.xml to chocolatey.license.xml.bak and then overwrite it.

Why Is It Needed

We provide customers a file called chocolatey.license.txt and it would make life easier if they can just copy it to the destination folder.
