Change the name of a city

Thank you very much for this plugin, it is exceptional. I would like to see if there are possibilities to change the name of a city in Paraguay called "Juan Emilio O'Leary" and pass it to "Juan Emilio O`Leary" the difference would be to replace the single quote with an accent, since I have tried with several other plugins to assign prices, and they all give me a problem when entering the single quote between the lists of cities with prices, WordPress automatically changes the name to "Juan Emilio O'Leary" and this does not recognize it. I do not understand the cause of the problem but I was testing and using the name in the form that I am requesting this could be solved.
